Walmart Asks Village To Enter Into Pre-Development Agreement

Walmart wants to enter into a pre-development agreement with the Village so that they can move forward with presenting planning documents to the village.

Walmart will be requesting that the village board enter into a pre-development agreement with them at a meeting on Tuesday.

A pre-development agreement allows the village to charge potential developers for review time of their planning documents. Several other developments – Siena Center, Unico, and Parkview Gardens – also had pre-development agreements. However, the required agreement doesn’t mean the village board will approve the project.

Village trustee Kevin Wanggaard said he hasn’t seen the document in writing yet.

“But this is what I imagine it would deal with,” Wanggaard said. “We have developers do a pre-development agreement where they have to put up so much money for expenses so that it covers our attorney and engineering review time.

“But the development still has to follow the same track as any other – like when Siena Center had our staff review their documents.”

Wanggaard explained the village started requiring developers to enter into pre-development agreements because a lot of staff time was being used during the review phase on projects.

In September, Walmart announced that it would like to build a 24-hour general merchandise store on the southeast corner of Four Mile and North Green Bay road. Company officials say the store will create 300 jobs, most of which are expected to be full-time.

The village board meeting will be held at 7 p.m. Tuesday at the Caledonia Community Center, 6156 Douglas Avenue.

Other issues listed on the agenda include:

  • Stop Sign request on Foley Road and County Line Road intersection
  • A contract with Architectural Associate for design work for repairing and remodeling fire station 11
  • A contract with the village of Mt. Pleasant for the Clean Water Network

Yep, you are all correct. Once Walmart builds, nothing survives. Just like the Walmart area in Mt Pleasant. No business around the area. Hwy 31 and Hwy 11 is a deserted corner. Do you people really believe some of the nonsense you write? Either you do not get out, or just like to sensationalize to forward you position. Build it, I will come!!

Comparing MP commercial corridor with a lot at a 2 lane T intersection surrounded on 3 sides by residential and 1 with established light manufacturing and a post office is ridiculous. The Walmart (excuse me, 2 Walmarts) and other stores can draw and sustain business because they are exactly that-A COMMERICAL CORRIDOR!! With a much larger population to draw from. And on that corridor, I see few smaller, local business stores. That is what we have much of along hwy 32. It's a completely different environment for a Walmart to come into. So let's invest substantial tax dollare to accomodate Walmart at that corner with roads, sewer, police, for Walmart alone? Let's help subsidize their business? Transandy, whether you like it or not, you live in a community without a school district, without a library system, with a very simple budget that is over a large area with a lot of rural space. A community that has thrived WITHOUT a large big box corridor. A community which has done a LARGE amount of research to determine the best and most desirable course of growth. And Walmart does NOT fit into that scheme! We would not be having this discussion if they were building on 32 in commercial space. We would not be having this discussion if 2 major studies of the area determined big box as the best course of action. We would not be having this discussion if resident feedback said "build it, we will come". So the "nonsense" of which you speak I guess refers to all the above?

Not true, the most populated zip code in the metro Racine area is 53402 with 33,000 people alone. One quarter of Racine County's entire population lives in the area from the Main Street bridge north to the Milwaukee County line and out west to Hwy 38. Have you heard from "The Fact Police" or "Racine Writer" lately? ___________________________________________________________________ ""With a much larger population to draw from."
