Upset over the delay in a recreational trail for Muskego's southernmost subdivisions, residents make a stand and the park board has a change of heart.
The change in the recreational trail plan that would have moved a length of paved path from Highway OO (North Cape Road) in lieu of paths planned around Little Muskego Lake was changed again as residents along that route came out to protest Monday night. The Park and Recreation Board met to reconsider the decision, which moved the trail construction to 2019, a full five years later than originally planned. A vocal group of residents, along with planned roadwork along Highway OO south to Highway 36 by Waukesha County, helped convince the board to reverse itself. After a four year hiatus from the Common Council, Eileen Madden returned to fill the remaining term of Noah Fiedler, and she hopes to see less tension in the next term
Eileen Madden is not a newcomer to the Muskego Common Council, but she admits the tenor of the debate she's seen since filling the vacancy of Noah Fiedler, who resigned from the council in 2012, has been a new experience. "I don't recall there being such anger in disagreements, and I'm hoping that in the next term we can go back to a council that can disagree and come to an understanding without such tension, but more teamwork," she explained. Madden served on the council from 2003 to 2007, having been defeated in 2007 by Fiedler. Alderman, residents in Muskego's 7th District say they're tired of waiting for access to trail system, and promise to fight for it as the matter is pushed back to the Park and Rec board
After a revision to the recreational trail plan was approved at the Parks Board meeting Monday March 11, some residents are saying not so fast. The Public Works Committee had the trail plan on its agenda Monday to see how the revised schedule would mesh with planned road projects. The Parks and Recreation board had pushed back a section of trail along North Cape Road (Highway OO) from Durham Drive to Highway 36 to 2019, in order to begin work on a "lake loop" around Little Muskego Lake. The trail, which was slated as the only such project in 2014, would have finished a southern section of trails and connected the recent trail on Durham Drive to another that runs the stretch of Highway 36. With no local races on the ballot, 15 percent turn out to vote, sending Pat Roggensack and Ed Fallone on to the April general election for the State Supreme Court
The ballot was short and sweet, featuring only three candidates vying for a seat on the State Supreme Court, and so was the turnout Tuesday for primary election day. Kim Chavie, election clerk with the city, said turnout was expected to be light, and the final numbers supported that, with 15.67 percent of voters coming out to cast their ballots on Tuesday. The votes tallied Tuesday night in Muskego posted the following results: Pat Roggensack - 2,315 (85%) Ed Fallone - 284 (10%) Vincent Megna - 111 (4%) The result mirrored the statewide outcome, as Roggensack and Fallone advanced to the April general election - read more about the statewide results here. Some council members wanted more oversight of expenses, but others saw the move as micromanaging and less efficient. The Committee of the Whole voted against making any changes to the city policy.
The city's purchasing policy will remain as it has been, but not after some debate on how much can be spent before the Common Council has to review it. The discussion occurred Tuesday night at the Committee of the Whole meeting. Generally expenses that were included in the council's approved budget do not need another look, unless they exceed the expected amount. Department heads can approve expenses up to $25,000, with the Mayor's approval also needed for those higher than that. However, Alderman Dan Soltysiak challenged the policy stating that the Common Council was charged with the oversight of finances, not the mayor, and said they should be the ones signing off on expenses over $25,000. With one open seat on the Common Council yet to have an official candidate and the other three featuring just one candidate, it may be an anti-climactic election.
It's possibly not a surprise that after last year's controversy over the lake park purchase, it's tough to find candidates to run for Muskego's Common Council. As the Jan. 2 deadline looms to have papers filed by hopeful candidates to make it on the ballot, District 4, 6 and 7 have one candidate listed; District 2 remains unclaimed by anyone. Rob Glazier will run for his first full term in the 4th District, as will Eileen Madden in the 7th District. Both had come onto the council as a result of the resignations of Keith Werner and Noah Fiedler, respectively. Neome Schaumberg has been a part of the plan commission and Common Council for 16 years, but says she's retiring as 6th District Alderman; Eileen Madden says she'll run in 7th District.
After a brief break from elections, it's time to start thinking about 2013. Muskego will have their primary on Feb. 19 if enough candidates emerge for the four district seats on the Common Council, which means at least three candidates per district. District 2 will need a new alderman as Kert Harenda was redistricted out, but rules allowed him to finish his term. Rob Glazier currently is the District 4 alderman, having been appointed after Keith Werner's resignation this past spring. Glazier has not indicated yet if he will decide to throw his hat in the ring for the 2013 - 15 term. Muskego's newest park as been in development for years, but boost in spending may finally make the park ready for users if $1.1 million request is granted; some aldermen say its about time, others say it's too much.
Progress on Park Arthur, which is situated along Muskego's northern border between College Avenue and Martin Drive, has been steady, but after hearing complaints from residents that projects like the park never seem to get finished, it may now be on a fast track, courtesy of $1.1 million in funding. Discussion of the park expenditures for 2013 were a part of the city's ongoing budget talks Wednesday night, and initially totaled $881,000, with that amount using the landfill funds. The parks department has historically used those funds along with other sources to develop and maintain the parks, however, dwindling resources may result in the city taking on more of the burden. Council voted in a 3-3 tie, but Mayor Kathy Chiaverotti broke it, stating the decision between Madden and attorney Deborah Tomczak was a tough call. Resident Larry Jansen was shut out in voting.
With only half of his term completed, Alderman Noah Fiedler will officially be an average citizen as of Friday. And his replacement was determined at Tuesday's Common Council meeting, where Eileen Madden, who served as alderman for the 7th District for six years before Fiedler, will again step into the seat for the remainder of the term. Madden told the council during an open interview process of the three candidates that the break from the council was a "nice respite," but she was ready to come back and serve the district again. She cited her involvement on the Veolia landfill siting committee, as well as her current position on its standing committee, as valuable experience in working with people to make tough decisions. Noah Fiedler's resignation leaves a seat open on the Muskego Common Council, and the vote will likely come Tuesday night to replace him with one of three applicants.
Muskego's 7th District will see a new alderman Tuesday night, as the Common Council will consider three candidates to fill the remaining term of resigning Alderman Noah Fiedler. Fiedler tendered his resignation about a month ago, citing increased work and personal obligations that would prevent him from fulfilling the duties of alderman. The Committee of the Whole then approved a call for applicants to step into the position, which term expires in April of 2013.
